This is the same trap that the financial rating agencies fell into (Moody's, S&P, Fitch). They got paid by the investment banks to rate their products by risk assessment. Getting paid to assess risk from the very firms you are assessing is part of what caused the collapse of the markets in the Mortgage crisis.
