The bigger strategic difference is this: Ukraine: the U.S. mostly spends money and transfers weapons while Ukrainians do the fighting. Iran: the U.S. is directly fighting, consuming its own munitions, flying its own sorties, taking operational risk, and then paying to replenish inventories. That makes $30B of Iran-war spending qualitatively more significant than $30B of Ukraine aid. It is direct U.S. warfighting rather than primarily support to an ally.
