Comptroller Jonathan V. Gould @USComptroller

Thank you, @patrickjwitt, for your leadership in advancing President Trump’s agenda to drive financial innovation and make America the world’s leader in digital assets. It has been a pleasure serving alongside you.

Serving in this administration has been the privilege of a lifetime. From helping to stand up the most successful presidential transition in history alongside @howardlutnick and @EDSecMcMahon, to rebuilding our defense industrial base as PTDO Deputy Under Secretary for R&E and

No law-abiding American should be debanked for their beliefs. Today, I joined @USComptroller and leaders from coal, firearms, and faith-based organizations to expose politically motivated debanking brought on by Obama/Biden financial regulators and fight to end it.

Thanks to @POTUS’ leadership, we are delivering on his commitment to guarantee Fair Banking for all Americans. Our review @USOCC documents how banks’ use of subjective “reputation risk” policies restricted access to financial services based on customers’ beliefs and lawful business activities. Victims spanned across the political spectrum, ranging from small businesses that sold merchandise supporting the President to companies that donated predominantly to Democrats. Under this @USTreasury Department, that won’t happen again. We will continue working to ensure Americans have fair access to our banking system, regardless of their political or religious views. Under the direction of @POTUS and pursuant to his Executive Order, “Guaranteeing Fair Banking for All Americans,” the @USOCC today released our debanking report. With @SecScottBessent’s leadership, we are working to end politicized debanking. Access to banking should be based on financial risk, not political beliefs or whether a lawful industry is out of favor. Read our findings: occ.gov/news-issuances…

Minnesota has seen fraud spiral out of control in recent years. Non-mortgage fraud reports in Minnesota more than doubled between 2020 and 2024, and filings of suspicious activity reports related to check fraud increased nearly 300% during that same period. @USOCC is committed to making it easier for community bankers all across the country to uphold economic and national security, including through our new fraud reporting tool.

Under the leadership of @POTUS, @VP and @SecScottBessent, the Trump Administration is committed to stopping those who seek to exploit the U.S. financial system or prey on hardworking American families and taxpayers. Our community bankers are on the frontlines of this effort combatting fraud, and we were pleased to hear directly from them yesterday at a roundtable in Minneapolis.

Financial literacy fuels the American Dream and helps unlock financial freedom. The new National Strategy for Financial Literacy puts a clear focus on helping Americans save, invest, navigate digital finance, and protect themselves against scams and fraud. At @USOCC, we are proud to be a part of this effort to equip Americans with the knowledge to take control of their financial futures and participate in the world’s greatest economy.

The newest United States National Strategy for Financial Literacy is a roadmap to help every American build the knowledge and skills needed to achieve financial security for themselves and their families. The advent of Trump Accounts demonstrates what this approach looks like

Without the American military, there would be no national banking system to keep safe, sound, and prosperous. The men and women who serve our country, and the families who stand behind them, deserve access to financial institutions that understand their unique circumstances. It was an honor to address this year’s Military Banking Summit and discuss @USOCC’s actions to reduce regulatory burden and tailor supervision for community banks, including military banks. We are proud that veterans and active-duty servicemen account for around 10% of our workforce here at the OCC, and we are grateful to all who serve or have served the United States, safeguarding our freedoms and way of life.

Very productive visit to Oklahoma City last week. I joined Community Bankers of Oklahoma (@CBAOK) for a fireside chat focused on @USOCC’s priorities, including recalibrating risk, strengthening bank supervision, and embracing responsible innovation. I also had the opportunity to meet with our local colleagues and hear about their hard work to ensure the federal banking system remains safe, sound, and supportive of economic growth.

The Texas economy is growing rapidly thanks in large part to the Lone Star State's smart, business-friendly regulatory environment. I appreciated the opportunity to tour the new state-of-the-art @NYSE Texas and discuss ways in which @USOCC can continue to support growth, dynamism, and innovation in capital markets.

I’ve said many times that the CLARITY Act is essential to ensuring America wins the global race for new technology. That’s the reason Congress passed the GENIUS Act: to ensure that stablecoin infrastructure, a revolutionary financial technology, will be built in America. Ensuring that America’s community bank sector continues to thrive has been a constant focus of mine since day one. And the administration’s dual focus on enabling new digital technology to flourish and appropriately tailoring community bank regulation is key to both sectors driving U.S. economic growth together over the next several decades. The final draft of the CLARITY Act furthers this mission. It gives the Secretary of the Treasury additional authority to act if the facts around deposit flight change to the detriment of community banks. If stablecoins cause harm to community banks, I will not hesitate to use these tools to ensure they remain fully protected. Community banks are essential to U.S. economic performance and Main Street growth. Economic security is national security, and community banks play a major role in this principle.

Hearing directly from the community bankers driving the American economy is one of the most rewarding parts of my role. Last week in Dallas, I met with more than a dozen community bankers convened by the Independent Bankers Association of Texas. @USOCC is not only committed to reducing unnecessary regulatory burden but also ensuring that our regulatory and supervisory frameworks are properly calibrated and focused on the risks that truly matter, particularly those that could materially affect a bank’s financial condition.

The @USOCC is building on @POTUS and @SecScottBessent’s work to replace regulatory excess with smarter, stronger, and more effective oversight. This proposed guidance helps banks avoid overly process-driven strategies that treat all third-party relationships as inherently higher risk.

The OCC proposed guidance that enables banking organizations & examiners to focus on material financial risks violations of laws & regulations rather than ineffective & counter-productive check-the-box exercises to effectively manage third-party risk. occ.gov/news-issuances….
